<p>Republic Act 7160 or the Local Government Code of 1991 provides the Katarungang Pambarangay Law as an extra governmental mechanism aims at perpetuating the time-honoured tradition of amicably settling interpersonal disputes in a community without the recourse to the formal legal system. This study assess the administration of Punong Barangays in Katarungan Pambarangay Law. It specifically determined the profile of Punong Barangays and Lupong Tagapamayapa, assessed their administrative supervision along disposition of cases; timeliness; resolution of the cases; and communication and documentation and identified the key constraints encountered. This study conducted in the province of Albay, specifically in the city of Ligao, Tabaco and Legazpi covering the period from CY 2022 to 2024. This study used the Descriptive Quantitative É«»¨ÌÃÂÛ̳ Design. The respondents of the study are the selected Punong Barangays and Lupong Tagapamayapa. The study reveals that the Katarungang Pambarangay Law demonstrates consistently excellent performance in Albay, showcasing an effective local justice system that fosters community trust. However, significant knowledge gaps and practical challenges, including authority application and inter-barangay coordination, hinder the law's effective implementation in Legazpi, Tabaco, and Ligao.</p>

<p>In armed conflict-affected communities in Mindanao, there is a shining Maguindanaon heroine in the schools—heads such as herself renewing to illuminate their path through strong leadership amid adversity. This study aims to explore the experiences of Maguindanaon women school heads in armed conflict-affected areas, focusing on their challenges and contributions to education and peace. The research used a phenomenological lens to present the experiences of eight Maguindanaon women school heads. The data was collected and analyzed through in-depth interviews. Thematic analysis was applied to elicit central themes from their lived experiences, contexts, and perceptions of their future. The study reveals that school leaders manage the repercussions of gender discrimination, traditional roles, and armed conflicts; community buy-in has been critical to the sustainability of education, although support is uneven, with various actors upholding restrictive gender norms. Key findings highlighted the need for gender-responsive policies, leadership training, and psychosocial support for women school heads who played significant roles in education, peacebuilding, community resilience, and leadership. Thus, it is concluded that women school heads play a vital role in redesigning leadership dynamics, promoting agency, and steering change within a competitive environment.</p>

<p>Executive Order No. 305 aims to improve fisheries management by devolving the registration of small fishing vessels to local government units. This aims to increase transparency in vessel activity and facilitate better monitoring and enforcement of fisheries regulations. This study evaluates the implementation of the PNP Maritime Unit on Executive Order No. 305 in Devolving Fishing Vessels Registration in the province of Albay in terms of Registration and Licensing, Adherence to Safety Standards, Collaboration Mechanism, and Monitoring and Evaluation System. Likewise, it identified the bottlenecks faced by the PNP Maritime Unit in the implementation of Executive Order 305 in the Province of Albay. This study used the Descriptive Quantitative É«»¨ÌÃÂÛ̳ Design. The respondents of the study are the Regional Maritime Unit 5 personnel, Local Government Unit, Barangay Fisheries and Aquatic Resources Management, and selected Fisherfolk in Tabaco City and Legazpi City. There is a consensus among stakeholders on the importance of the devolution process, safety standards, collaboration mechanisms, and monitoring and evaluation systems. Addressing challenges like capacity building, resources, infrastructure, and coordination is important to successfully implement EO 305 for sustainable fisheries. The PNP, LGU, BFAR, and fisherfolk may continue collaborating and sharing best practices to optimize the devolved fishing vessel registration by addressing challenges and investing in capacity building. They prioritize capacity building, resource allocation, and public awareness to achieve sustainable fisheries management and protect livelihoods. </p>

<p>This study examines the e-government services in the Local Government Unit (LGU) of Paracale, Philippines, examining the impact of digital transformation on public service delivery and citizen engagement. The research aims to assess the functionality, reliability, usability, performance efficiency, compatibility, maintainability, portability, and security of the e-governance platform using the ISO 25010:2011 standard. Employing a quantitative approach, a survey questionnaire utilizing a five-point Likert scale was administered to twenty-four LGU employees with direct experience on e-governance platform to evaluate the system's performance across various dimensions. The findings reveal that the e-governance system in Paracale is highly effective, demonstrating robust functionality, reliable performance, user-friendly interfaces, and strong security measures. The platform has significantly enhanced public service delivery, promoted transparency, and fostered citizen engagement. The study identified specific areas for improvement, such as optimizing response times and enhancing the software's reusability. The study concludes that the e-governance system in Paracale provides a valuable model for other local government units seeking to embrace digital transformation. The research underscores the importance of investing in robust e-governance systems that are user-centric, secure, and adaptable to evolving needs, ultimately contributing to more efficient, transparent, and responsive governance.</p>

<p>Republic Act No. 9263 sought to enhance the professionalism and effectiveness of the BFP and BJMP by ensuring that their personnel are well-qualified, adequately compensated, and provided with opportunities for career advancement. The study aims to explore the medical screening process experience of Fire Officer 1 applicant in the Bureau of Fire Protection Regional Office V and identify potential problems in terms of medical requirements and implementation. The research study utilizes a qualitative method, including documentary and thematic analysis. The study's respondents are the recently hired FO1s and medical staff of the BFP Region 5. The findings revealed inadequate medical test requirements and medical procedures in the medical screening process. The potential problems regarding medical requirements are errors in medical evaluation, the authenticity of medical results, and issues in acquiring clearances. In terms of medical implementation, requiring various medical clearances, and misplaced medical results are its problems. As a result, the medical screening process is hindered by both insufficient test requirements and flawed procedures. This leads to inaccurate evaluations, questionable result authenticity, difficulties obtaining clearances, and logistical implementation issues.</p>

<p>This study assessed the interplay of carrying out the Department of Education’s Learning Resources Management and Development System (LRMDS) on teacher effectiveness and student academic gains in public junior high schools across the SOX Region. Anchored in Constructivist Learning Theory and the Theory of Planned Behavior, the study employed a descriptive-correlational research design, using structured surveys to collect data from teachers across the eight school divisions. A total of 307 teachers were randomly selected from 32 schools, representing four categories of schools in each division. Descriptive and inferential statistics were used to analyze the data. Results showed a high level of LRMDS implementation, primarily in the areas of accessibility, acceptability, and feedback mechanisms. Teachers exhibited a high degree of instructional effectiveness, characterized by the use of diverse pedagogical strategies and the design of dynamic learning environments. Students’ academic gain was consistently rated as very satisfactory across core subjects. Statistical analyses suggested a significant correlation between the level of LRMDS implementation and teacher effectiveness. Nonetheless, a significant but negative relationship was noted between LRMDS implementation and students’ academic gain. The study stresses the importance of enabling feedback mechanisms and increasing internet access to further boost the LRMDS’s role in promoting effective pedagogy and improved quality of outcomes in basic education.</p>

<p>In the current global scenario, the internet is increasingly becoming a central informational medium, transforming how people learn, teach, and communicate. There is inadequacy in providing ICT facilities to schools, which hinders the use of ICT inside the classroom to enrich the teaching-learning process and modalities. This research used descriptive and correlational research designs to determine the influence of technology on teaching-learning approaches and modalities. The researcher used simple random sampling by using Slovin's Formula. The study was conducted in the elementary schools of the Division of Tacurong, Philippines. The mean, standard deviation, and Pearson Product Moment correlation were utilized, the hypothesis was tested, and result was less than .05. The study revealed that Technology exerts a very high influence on education, particularly through digital devices, software applications, and ICT. Teaching-learning approaches are effectively implemented to a full extent, as reflected in the strong agreement among respondents. Educational institutions employ multiple teaching-learning modalities to a high extent, with face-to-face learning remaining the most preferred. These results emphasize the need for continued investment in educational technology to foster more dynamic and effective learning environments and highlight the importance of integrating ICT-driven strategies to support distance learning while also enhancing the role of digital tools in traditional and blended settings.</p>

<p>Teaching Social Studies is more than just delivering lessons, it’s about shaping perspectives, and encouraging critical thinking. Hence, this exploration was triggered to hear directly from Social Studies teachers about their real-life experiences with instructional training. The study explores how professional training impacts teaching practices. Using a qualitative approach, the research delves into the lived experiences of social studies teachers of Tacurong City Division secondary schools, who have integrated new instructional methods into their classrooms. Participants were selected through purposive sampling and shared insights through interviews. The study highlights three key processes: infusion, where teachers integrate new strategies like technology and differentiated instruction into their curriculum to enhance student engagement; diffusion, which involves sharing these practices among colleagues to foster collaboration and peer mentoring. Acculturation focuses on adapting teaching methods to address students' cultural and emotional needs, promoting inclusivity and sensitivity. Results indicate that while instructional training significantly enhances teaching strategies, challenges like technological limitations, large class sizes, and financial constraints hinder full implementation. Despite these barriers, the study underscores the transformative potential of instructional training in creating inclusive, dynamic learning environments. Teachers become more adaptable and student-centered, improving both pedagogical effectiveness and student outcomes. Recommendations call for systemic support to address challenges and maximize benefits of instructional training.</p>

<p>Family enterprises are a prominent business structure worldwide, significantly contributing to a country's economic growth. This business is deeply rooted in family values, norms, traditions, and culture, which influence how the business evolves. This descriptive-correlational study investigated how family culture and value system factors were manifested, acknowledged, and implemented among Cebu-based family enterprises that participated in the study. The study also analyzed further how these factors predict family governance performed by the respondents. A total of sixty (60) family business owners participated in answering the survey questionnaire, aiming to address all the study’s inquiries. A weighted mean, standard deviation, and multiple regression analysis were employed in the study. The study found that family culture and value systems were generally manifested, acknowledged, and implemented, as perceived by the respondents. Further study analysis indicated that family culture and value systems are significant predictors of family governance. This finding suggests that initiatives to enhance family culture and value systems could effectively mitigate challenges associated with strengthening governance within family businesses. Consequently, the study concludes that the reinforcement of effective governance in family enterprises is most successfully achieved through a focus on cultural alignment, strategic clarity, and inclusive leadership. In the end, the study developed a family constitution framework that serves as the foundation for fostering a harmonized relationship in a family business.</p>

<p>This paper examines the impact of technology on nursing performance, specifically how technology can be incorporated into performance management in nursing. The research focuses on integrating Electronic Health Records (EHR), telehealth, mobile health applications (mHealth), and patient monitoring systems within the Philippine nursing environment. The study explores the association between the diffusion of these technology-enhanced healthcare tools and performance results through mixed methods—quantitative questionnaires and qualitative interviews. Participants included Bachelor of Nursing (BN) and Registered Nursing (RN) professionals with varying years of experience in different healthcare settings. Results indicate that EHR and telehealth are widely adopted and enhance the effectiveness of nursing practice. However, barriers such as inadequate training, poor implementation, and resistance to change hinder full integration into daily nursing routines. The study emphasizes that increasing the adoption of technological tools requires continuous training, leadership support, and strategic planning to overcome barriers. In conclusion, this paper underscores the importance of strategic planning in implementing technology within nursing to enable financial, technical, and professional readiness for change.</p>
